It's seem like I have had this issue in the past, but I can not remember the solution. I recently install Windows 7. After installing 3DS Max, I'm not able to get my middle mouse button to work correctly. I've gotten so used to Panning and Orbiting with it, that it drives me nuts to have to use the lower tool bar to do so. For now, when I click it and try to pan or orbit, all it wants to do is zoom. It seems like it was a windows or Logitech setting, but I can't find it. Can anyone help?
