I use spline to draw the shape of music notes, but after drawing spline, which modifier is used to make spline shape become like the music note in the reference image? thank you

Apply an Extrude modifier to the spline and extrude it, then collapse all to edit poly and round up your notes shape, probably a good and fast way is to chamfeer the edges and apply mesh smooth or turbo smooth modifier.

That is certainly the way to do it, you could also use a bevel modifier to achieve a rounded look. Or you could model them with spheres at the base of the notes and extrude the stems out of the spheres. then add a turbosmooth. and use the extrude/bevel mod method for the more complex clefs and rest shapes.
