^^ make a thin box and and a bunch of segs. then convert to editable poly and drag the vertexes to make a roundish shape. then just apply a few iterations of turbo smooth and you're done

There's no magic answer to making a scarf other than, "just do it!"
One could write a one thousand word essay on "how to make a scarf in 3dsmax" but that's not what you need. If I understand correctly, you got a copy of max and just figured out how to pan around the gird. And color code the geometry.
You need to start learning the fundamentals of max. You're going to have a thousand questions after you figure out this one thing and you will get past all of those FASTER if you just blast through the introductory lessons available online.
This is not the most detailed tutorial but maybe you'll get the idea.
Create a cylinder add a few height segments and convert to poly.
Delete the ends of the cylinder and add Meshsmooth iterations 1.
Move the cylinder in front of the snowman's "neck" but don't let it touch.
Add cloth modifier settings as first image.
Add a couple of wind forces default settings and aim them at the ends of the scarf as in second image.
Add the winds to cloth forces.
Click simulate.
You may have to play with the position of the wind, or even add another wind. to get it to wrap around .

But I still think we're not helping people at this level by spoon feeding. Beginners will have nothing but questions for the first month and would have spent less time watching a few videos and reading. People at this stage believe 3d art is a one button push process. When someone's this new, we should give them tutorials that cover the information better than we can on this forum.

There are tutorials out there online that guided us to our current skill level. Give these beginners that same path. Of course their first instinct is to play with the application instead of reading a boring long 10 page tutorial but they will thank you later for it. Let's not become enablers for, helpless behavior. They will have much more fun getting first place in the challenge section of our site!
My suggestion would be to make a torus primitive around his neck and then just model the knot and flowing parts of the scarf as seperate objects out of boxes that intersect with the torus maybe use bend modifiers then collapse and edit the points by hand.
I think you're right about beginners needing to go through video tutorials and such to get up to a level that puts them out of the zone of asking how to move things or something but I think being able to ask something like this is acceptable. To be pointed in the right direction ie: path deform modifier or use splines or something. You might be trying to move every vertex one by one and have never even considered using a bend modifier or something like that. People do need to research themselves but I don't think we are enablers of helpless behaviour if we point them to an area of max they may not even know is there to be researched.
Yeah, the simplest thing can elude any of us.
I have never spline modeled. That's because I fell into a comfort zone and the need has never presented it's self.
I would like to see some other methods for snowman scarfing.

Thanks guys, When I read the question I thought, humm? How WOULD I do that?
As an alternative to how it should probably be done, I thought it would be fun to model it with cloth and wind. It was, but I never did get it to wrap around like it should. I know there are much better, more exact ways to scarf a snowman.

I agree with what you're saying, some people do exhibit "helpless behavior" They should at the very least follow the tutorials that come with max.
This question however, seems legitimate. It's not like he's asking "how do I apply material" or "how do I extrude a polygon", ..that may be the next question.
Speaking of snowmen, Does anybody know what one snowman said to the other?
