That's a maxscript, it should be just a matter of going to you maxscript menu, selecting run script and choosing rctRagDollScript.ms. A window should open, click the create humanoid button and the the constrain humanoid button down the bottom. Then you can add all your forces and collision objects. The maxscript will be located in different places depending on which version of max you are using.
