Ok If I was you I would just animate this traditionally there is no way you will ever achieve predictable results with reactor for that kind of thing. You will have to do like 100 simulations for you to get something that doesn't end up wrapping around the guys head and then you will probably end up tweaking it for ages.

If you really want to do it with reactor you can, but as Jamie said, it will be hard to get good results. I whipped this up fairly quickly and should get you started but you'll need to fo a fair bit of tweaking before you get it right.
