I've had the same problem before. Sorry I don't remmeber the cause.
I'll poke around some settings and see if I can refresh my memory.

EDIT: Under the viewport tab in preferences, make sure "show vertices as dots" is checked.

It's checked, and i even tried to increse the vertex size but nothing seems to work, funny thing thou, if put my head as near to monitor as posible i can see them, probably 1 pixel in site, that's why i tried to increse the size, but it didn't work.

Sounds like one of those random max bugs. Did you try a reinstall?

well well, so i got up this morning, turned on my pc, started max and guess what? my verts mysteriously appeared, i love max ahahahaha
I'll still do a reinstall just in case...
it's a annoying bug and it's really getting on my nerves, hope they fix it soon...

i had the exact same problem....just restarted max, it solved itself....
in fact not even restarted, just reloaded the .max file
