First I created a glass tube. Then I copied it and expanded it to fill only half of the glass tube. For the glass tube, i used a VRay material for the transparency. On the inner tube, I used a VRay Light Material and gave it a blue tint. I originally tried just using the Light Material on just the main tube, but it did not achieve what i was going for, so I built the light internally like in real life and that worked fine.

Thanks Steve. I went ahead and added a few more components to finis is out. I did get a little anal on this one model though for the fact that it is to scale by the 1/16".. Even the usb connector...lol
