what does chamfer do in 3ds max cause when i do it, it never sweems do make a difference thanks in advance

Chamfer carves a 45 degree angle along the edges you have selected. (see images).

Chamfer option actually blunts the sharp corners & gives a smooth effect . chamfer option can also be used with vertices.
