you could do stuff like that using max, max's particle flow, and a compositor like after effects, digital fusion, or combustion.
combustion comes with some cute sprite based particle effects that can be usefull for things like that.
You could do it with practically any software you just have to get a bit creative and render various passes and mix them together with effects in post to get funky looking titles.

how about the software Motion in Final Cut Studio? I've seen some of my friend create title sequence using motion. is it as strong as after effect or combustion?

I worked in final cut everyday for a year at film school and it really does not contain anything that would be capable of creating professional looking titles.

Most title sequences are created using particle systems and quality composting software as Tyson has mentioned above.

Final cut pro is a video editing program. It has some compositing features and probably loads of good plugins. Its a big player in the professional editing scene mainly for television and smaller studios rather than for film editing though I think.
I'd say you could do a lot with final cut but its only available for mac and its not a dedicated compositing package so probably not as powerful as after effects for compositing. but it just serves different purpose and is a very powerful non linear editing program. In the final cut studio there are some other programs like Motion (as you mentioned) for 2d/3d effects. Probably pretty easy to learn but you could do alot more advanced stuff in 3ds max. There are some 3d tools in combustion after effects and digital fusion has a very full on 3d workspace. it really just depends on what effect you are going for. I would turn to max for lots of things because the animation tools are just far and above those in the compositors but thats just my preference. I know you can achieve amazing things in 2d aswell.

I recognized the first clip in the video because a friend of mine did the exact same one.

He did it following a tutorial in the program called After Effects 7.0.
